Spain approves law allowing alcohol tests for minors

The new legislation empowers authorities to carry out breathalyser tests in schools and other places where alcohol consumption is prohibited

In a major move to combat underage drinking, the Spanish Council of Ministers approved a draft law aimed at reducing alcohol consumption among minors on Tuesday March 11. The legislation introduces several ground-breaking measures, from breathalyser tests to stricter alcohol advertising regulations, as part of a broad national strategy to protect young people and promote healthier environments.

Expanded alcohol restrictions

• Educational centres: Alcohol consumption is banned in pre-schools, primary, secondary schools and vocational training centres, with universities being the only exception.
• Child protection and student residences: Alcohol will also be prohibited in residences housing minors and in child protection centres.
• Sports and leisure centres: In venues designed for minors, such as sports and leisure centres, the consumption of alcohol will be strictly banned.

Tighter advertising and commercial restrictions

• Proximity to educational institutions: Advertisements for alcoholic beverages will be banned within 150 metres of schools, healthcare centres, social services and children’s parks.
• Targeted advertising: The law prohibits advertising that targets minors, including the use of young models or characters under 21 years old, and bans the portrayal of pregnant women or foetuses in alcohol-related ads.
